Forward-looking Infrastructure Development Program: Digital Infrastructure

Executive Yuan’s Forward-looking Infrastructure Development Program will lay the foundation for the nation’s growth over the next 30 years. The Forward-looking Infrastructure Development program includes funding for 5 categories: railway projects to provide safe and fast transportation, water environments to build resilience against climate change, green energy infrastructure to ensure environmental sustainability, digital infrastructure to create a smart and connected nation, urban and rural projects to balance regional development. The program is designed to meet the new circumstances presented by the shifting global economic, trading order and the rapid development of the digital economy. In coordination with nation’s development policy, the program acts as a keystone to match new industry, new technology and new lifestyle internationally.

Digital Infrastructure’s core promotion not only focuses on ultra-broadband social development, as well as laying foundations such as building cybersecurity infrastructure, digital content, digital service and human resource development.  In completion to develop “digital nation, innovative economy”, while conjunct with the president’s vision of “digital nation, smart island” policy. One of the basic foundations is the human resource infrastructure to nurture interdisciplinary digital talent and research digital technology. Building smart learning environment for schools through technology integration and digital educational contents. Overall increase students’ learning quality so the next generation’s education can have a head start.

Digital Nation and Innovative Economic Development Program (DIGI+) 2017-2025. One of the highlights in DIGI+ is to cultivate digital innovation talents, its root can be started from elementary students’ critical thinking and digital competency. Furthermore, nurture college students’ digital interdisciplinary abilities and cultivate elite talent to support the 5+2 creative industry. Building a smart learning environment for the next generation and nurture students to have in-depth learning ability with the responsibility of being a “digital citizen”.  It is a necessity to build a ubiquitous internet information environment to meet the students and teachers’ internet requirements. By placing hardware and software equipment to improve school’s internet accessibility and information processing facilities, ensuring both ethernet and wireless internet connections operates hassle-free.

3. Program Goal


      Forward-looking Infrastructure Development Program; the program focuses on generalization for the knowledge of emerging technology among high school students. Objectives are to provide both high school teachers’ and students’ experiences to design and to create technology tool with hands-on experience in informational system methods while learning emerging technologies. Turning each campus into digital campus, in which creates applications to provide efficient education and enhance student’s professional technical operation ability. Overall, generalize the knowledge of emerging technologies among students and furthermore increase the uses of advanced applications through emerging technologies in problem solving, collaborated creations and communication abilities.

The generalization goal of emerging technologies in the main program includes Augmented Reality and Virtual Reality, Artificial Intelligence, Internet of Things, Big Data, Smart Machinery and Green Energy. There are 3 stages in the Forward-looking Infrastructure Development Program, each stage has different objectives that construct the goal. The earlier stage of the program promotion focuses on experience promotion and fundamental environment construction. Mid-stage of the program focuses on researching different education materials. Late stage of the program focuses on conducting related competitions, teaching demostrations and students’ organizations.

The program’s goals are as follows:

  1. Resourcing inventory in technology field, provide applications on current teaching materials, develop curriculums and promote emerging technologies.
  2. Cultivate teaching talent in technology field and improve the abilities to apply technology in teaching methods.
  3. Promote teaching in technology field, generalize the knowledge for emerging technology, lay foundation for culture and technology competency.
  4. Encourage schools to develop efficient emerging technologies education module.
  5. Facilities placements to provide opportunities for underprivileged groups and rural areas to balance regional developments.
